Chapter I - Name
Article 1
An Association is established and formed under the name Interns’ Section in line with appendix VII of the ILO Staff Union rules.
Chapter II - Objectives
Article 2
The Interns’ Section (herein after “The Section”) aims to expand opportunities for exchanges among interns and between interns and staff of the International Labour Office (hereinafter “ILO”). The Section will realize this vision by:
(a) Raising awareness of issues relating to, inter alia, interns’ working conditions stipend, and vacation, as well as issues relating to the internship policy, duration of the internship, nature of tasks and the ethics of the ILO;
(b) Extending opportunities for professional and social exchanges among interns, staff, and the Administration of the ILO;
(c) Organizing social activities and improving the communication capabilities of interns;
(d) Representing the interests of the interns to the ILO; and,
(e) Communicating and coordinating activities with other United Nations organizations.
Article 3
The Section is a non-political, non-religious association.
Chapter III – Location and Duration
Article 4
The headquarters of the Section shall be at the ILO, Geneva. Its duration is unlimited.
Chapter IV – Membership
Article 5
Anyone who undertakes an internship at the ILO may become a member of the General Assembly of the Section. A mechanism may be set up to represent interns in the field. The Section shall place no restrictions on the eligibility of interns to participate in any capacity based on their gender and will adhere to conditions of equality in the principal and subsidiary organs of the Section.
Article 6
Membership is acquired by conveying to the intern board, in writing, a desire to participate.
Article 7
Every Member of the Section shall have the right to speak on all issues at the General Assembly meeting.
Article 8
Members of the Section shall abide by the foregoing statute, its objectives and purpose. Members must also adhere to the decisions of the governing bodies of the Section.
Article 9
Subject to approval by the Intern Board, the governing mechanism of the Section, a member of the Section may be expelled by the General Assembly by a majority vote in the event of serious breach of the Statute and its rules. Members who resign lose any rights associated with their membership at the Section.
Chapter V – Organs and Function
Article 10
The work of the Section shall be carried out by:
(a) A General Assembly of interns (hereinafter “General Assembly”)
(b) An Intern Board composed of members as describe in [Article 26]; and
(c) The Board of Auditors
Chapter VI – The General Assembly of ILO Interns
Article 11
The primary body of the Section is the General Assembly. It is composed of every member of the Section.
Article 12
The function of the General Assembly shall be to:
(a) Discuss and determine the policies of the Section;
(b) Approve the decisions of the Intern Board. A simple majority of the individuals present at the General Assembly meeting shall be sufficient to approve a decision of the Intern Board;
(c) Adopt and amend the statutes;
(d) Supervise the financial policies of the Section as well as review and approve the budget, accounting balances, and relevant financial statements;
(e) Serve as a platform for dialogue on matters concerning interns;
(f) Elect the Officers of the Intern Board, taking into account the timeframe and transcendent nature of interns. Elected Officers of the Intern Board shall hold office until their successors are elected, but no one shall hold office for longer than 6 months without holding an election; and,
(g) Dissolve the Section as provided for in under Article 46.
Article 13
The General Assembly shall have authority to make recommendations to the Intern Board with respect to any matter within the competence of the Section.
Article 14
The General Assembly may adopt its own rules of procedure.
Article 15
The minutes from the General Assembly meetings must be shared with all Members of the Section.
Chapter VII – Intern Board
Article 16
The Intern Board shall be selected from participating members of the General Assembly, according to the procedures described in Chapter X. The Intern Board shall direct the activities of the Section and serve as the governing mechanism of the Section.
Article 17
The Intern Board shall meet as often as necessary to carry out its function or at the request of one of its Members. The Intern Board may act as the formal representative of the Section to outside parties and is responsible for:
(a) Acting as the executive organ of the General Assembly;
(b) Giving effect to the decisions and policies of the General Assembly;
(c) Taking all necessary measures to achieve the goals set by the Section;
(d) Convening general and extraordinary meetings;
(e) Ensuring the application of the statutes;
(f) Managing the property of the Section;
(g) Submitting to the General Assembly for consideration and approval a general program of work covering a specific period; and,
(h) Performing any other functions entrusted to it by the General Assembly.
Article 18
The Intern Board shall establish such committees as the General Assembly may direct and, on its own initiative or on the proposal of a majority of the members of the Intern Board, may establish any other committees considered desirable to serve any purpose within the competence of the Section.
Article 19
The Intern Board, shall review the necessity for continuing each committee from time to time and, in any event annually,
Article 21
The Intern Board officers are elected by the General Assembly or appointed by the Board. If an officer is appointed by the Board, the appointment will be temporary and an election should be called as soon as possible. The selection process shall consist of a nomination of an individual to each position followed by a vote. The vote may be conducted by an anonymous vote. Should there be more than one candidature for an office vacancy/position, the candidate who receives the most votes shall be elected.
Article 22
The term of office for all members of the Board shall be determined by the demand and needs of the Section, but no one shall hold office for longer than 6 months without holding another election Officers of the Board are eligible for re-election.
Article 23
The date and agenda for the board meetings will be settled by the Intern Board. At the request of a member of the Section, the Intern Board shall consider proposals and/or amendments to the agenda. The location, time and agenda of the meeting must be communicated to members of the Section at least one day in advance.
Article 24
The minutes from the Intern Board meetings must be shared with all Members of the Section.
Article 25
The officers of the Intern Board shall be the following:
(a) President (or Co-Presidents)
(b) Financial Officer(s)
(c) Social Officer(s)
(d) Communications Officer(s)
(e) Professional Welfare Officer(s)
Article 26
The duties and functions of the Intern Board officers shall be as follows:
(a) President (or Co-Presidents)
i. Oversees officers and committees of the Intern Board to ensure that responsibilities, resolutions, and actions are carried out to completion;
ii. Schedules, leads, and prepares agendas for weekly board meetings and bi-monthly general assemblies;
iii. Coordinates and approves the Intern Board’s activities;
iv. Serves as a representative in communications with the Human Resource Development Department (hereinafter “HRD”), Staff Union and other organizations in conjunction with relevant officers;
v. Sets fundraising objectives; and,
vi. Assists in the implementation and execution of group initiatives.
(b) Financial Officer(s)
i. Manages budget of the Section;
ii. Serves as Chair of Finance and fundraising committees;
iii. Prepares and presents financial reports for all meetings and General Assemblies;
iv. Keeps an itemized account of all receipts and expenditures and makes reports as directed;
v. Ensures that all club bills are accounted and paid for;
vi. Directs and coordinates fundraising efforts, and ensures that all fundraising events are fully and properly executed;
vii. Approves and documents expenses of the Section, and;
viii. Reimburses the Intern Board and members for appropriate expenses.
(c) Social Officer(s)
i. Organizes social, cultural, and professional events for the intern body;
ii. Contacts professionals at the ILO to plan engaging small talks on relevant issues with current interns;
iii. Plans and promotes sports activities for interns;
iv. Works with other organizations to coordinate events and activities;
v. Distributes gym membership forms to interns, collects completed forms and delivers to the appropriate HRD staff member;
vi. Collaborates with the Finance Officer to ensure that events are properly funded; and,
vii. Works with the Communications Officer(s) to ensure that events are properly advertised.
(d) Communications Officer(s)
i. Prepares and sends out weekly newsletter to Section members;
ii. Coordinates with Officers of the Board, and other relevant organizations to discuss news, events, and other relevant information;
iii. Sends and receives emails and other communications on behalf of all Officers of the Intern Board;
iv. Responds to questions, comments and concerns of current and prospective interns;
v. Regularly updates website and other relevant forms of communication to ensure web information is accurate, up to date and relevant;
vi. Maintains relationship with contacts at other organizations;
vii. Communicates and shares best-practices on general issues and concerns of interns at UN organizations as a whole; and,
viii. Develops relationships with unrepresented interns in field offices to field their concerns, and to otherwise enable social and professional exchanges between interns at different locations.
(e) Professional Welfare Officer(s)
i. Serves as intern representative and liaison with Human Resource Development Department (hereinafter “HRD”) and Staff Union, in conjunction with the President;
ii. Works with HRD and Staff Union to secure gains regarding, inter alia, the stipend, living and working conditions and the overall experience of the intern body as a whole;
iii. Ensures that negotiations with HRD and Staff Union are fluid and continue despite the transient nature of the board;
iv. Coordinates with the Union Officer to strengthen the position of interns and ensure relevant Board work is not duplicative; and,
v. Presents interns with information about union membership and benefits that interns receive through representation.
Article 27
Formal positions to the Intern Board may be added as needed at the request of the Intern Board subject to majority approval by the General Assembly.
Article 28
Officers can be removed from their position at the request of an officer on the Intern Board and a two-thirds approval of the General Assembly. The request of the officer must include reasoning as to why the impugned Officer should no longer act in their official capacity on the Intern Board. The impugned Officer shall also have an opportunity to give full answer and defense.
Chapter VIII – The Board of Auditors
Article 29
On an annual basis, the Section will conduct an internal audit of its accounts. This audit will be performed by three auditors who will review all the Section’s accounts. Two auditors shall elected by the General Assembly. Any intern at the ILO is eligible for election, provided he/she is not already part of the Intern Board. The third member of the Board of Auditors shall be the treasurer of Staff Union. The Board of Auditors will present their results in a report and a presentation to the General Assembly after one month.
Chapter IX - Voting Rights
Article 30
Every member of the General Assembly shall be entitled to vote individually on all matters which are taken into consideration by the General Assembly.
Article 31
Intern Board Officer(s) shall be precluded from voting on matters of direct concern to their function and role as an Officer of the Board.
Article 32
Each member of the General Assembly shall have one vote. In the event of a tie, the President shall have the final vote. Voting and elections take place by a show of hands or by a secret ballot if requested by the majority of the members in attendance.
Chapter X – General Assembly Meetings
Article 33
Meetings of the General Assembly shall be held from time to time as required, but at least twice a year. Special sessions shall be convened at the request of the Intern Board or by a majority of the members of the General Assembly.
Article 34
General Assembly meetings shall be held in public, unless the General Assembly decides that exceptional circumstances require that the meeting be held in private. In private meetings, however, every member of the Section shall be allowed to attend. Decisions of the General Assembly taken at a private meeting shall be announced at an early public meeting of the General Assembly.
Article 35
The date and agenda for the General Assembly will be settled by the Intern Board. At the request of the General Assembly or of a member of the Section, the Intern Board shall consider proposals and/or amendments to the settled agenda. The agenda, location and time of the meeting must be communicated to members of the Section at least three days in advance.
Chapter XI – External Organizations
Article 36
The Section is free to liaise and communicate with organizations other than the ILO.
Chapter XII – Liability and Relationship with ILO
Article 37
Members of the Section shall incur no personal liability for commitments made by the Section, only commitments secured by the assets thereof.
Chapter XIII – Internal Relations with ILO
Article 38
Officer(s) of the Intern Board must try to meet with HDR, at least once a month to discuss issues concerning matters relating to ILO internships and interns, including but not limited to, matters concerning interns’ working conditions, stipend and vacation, as well as issues relating to the internship policy, duration of the internship, nature of tasks and the ethics of the ILO.
Article 39
The Staff Union must 1) call a Joint Negotiating Committee meeting at the request of the Section 2) add an item to the Joint Negotiating Committee meeting agenda as requested by the Section and 3) invite a representative of the Section to attend this meeting all within 20 days of the Section making such a request.
Article 40
The Section shall be free to solicit meetings with the Administration of the ILO as needed.
Chapter XIV - Relationship with Staff Union of ILO
Article 41
Union Officers formally represent interns and the Intern Section on matters concerning the Staff Union.
Article 42
The Intern Board shall communicate with Staff Union on all matters concerning internships at the ILO that affect the Staff Union.
Article 43
If invited, Union Officers must be allowed to speak during Staff Union meetings on matters of direct concern to interns. Union Officers will be expected to discuss and be informed when invited to Staff Union and HRD meetings.
Chapter XV – Resources
Article 44
Any resources of the Section come from donations and payment for activities hosted by the Section. Fundraising activities must be held to finance future activities of the Section. At a later time, the Section may choose to charge union fees, if a two-thirds majority of the General Assembly so decides.
Chapter XVI – Amendments to the Statute
Article 45
Modification of the statutes can only take place following a decision by the General Assembly with a two-thirds majority of those entitled to vote and present at the General Assembly. The request to amend the foregoing articles of Section must be provided in the written agenda and an explanation of the reasoning for amendment shall be given thereof.
Chapter XVII –Dissolution
Article 46
A call for the dissolution of the Section may be realized at the request of the Intern Board or by half of the members entitled to vote. Voting shall take place at a General Assembly convened specifically for that purpose. The decision of dissolution requires the approval of two-thirds of those present and entitled to vote. In case of dissolution, the General Assembly decides on the use of the assets of the Section, keeping in mind the purpose of the Section. In no circumstances shall the property of the Section revert to its members for their private use.
Chapter XVIII – Adoption
Article 47
The statute was adopted by the General Assembly on July 18, 2013. The statute is effective immediately.

At a later time, the Section may choose to charge union fees, if a two-thirds majority of the General Assembly so decides.
Chapter XVI – Amendments to the Statute
Article 45
Modification of the statutes can only take place following a decision by the General Assembly with a two-thirds majority of those entitled to vote and present at the General Assembly. The request to amend the foregoing articles of Section must be provided in the written agenda and an explanation of the reasoning for amendment shall be given thereof.
Chapter XVII –Dissolution
Article 46
A call for the dissolution of the Section may be realized at the request of the Intern Board or by half of the members entitled to vote. Voting shall take place at a General Assembly convened specifically for that purpose. The decision of dissolution requires the approval of two-thirds of those present and entitled to vote. In case of dissolution, the General Assembly decides on the use of the assets of the Section, keeping in mind the purpose of the Section. In no circumstances shall the property of the Section revert to its members for their private use.
Chapter XVIII – Adoption
Article 47
The statute was adopted by the General Assembly on July 18, 2013. The statute is effective immediately.
